Dr. Rachel Touroo joined the ASPCA in early 2012. Previously, Dr. Touroo was the Staff Veterinarian for Animal Care with the Virginia Department of Agriculture and Consumer Services, where she was a forensic veterinarian for the Commonwealth of Virginia. There she provided training, resources and assistance to law enforcement throughout the state with investigations and cases involving the Virginia Comprehensive Animal Care laws with a primary focus on commercial breeders, animal fighting, animal cruelty, and neglect. Dr. Touroo has provided expert witness testimony on numerous occasions as well as authored guidance documents for animal control officers. Before working for the state, she practiced small animal medicine in the greater D.C. area. She graduated from Michigan State University with a Bachelor of Science in Animal Science and a Doctorate in Veterinary Medicine. During her undergraduate career, she was employed as a researcher for the Animal Behavior/Welfare Group, as well as a member of the Animal Welfare Judging team.
